Item الأمن المتوسطي في استراتيجية الحلف الأطلسي دراسة حالة : ظاهرة الإرهاب(جامعة مولود معمري, 2014-06-08) تباني, وهيبةThe Mediterranean region has known a privileged position throughout history, and it is considered as the most affected area by conflicts and international wars. It has been also influenced by the changes that characterised the world in post-cold war, when the security issue imposed itself on the Mediterranean as a real fact during this period. The changes that affected the world after the cold war, including the evolution of the concept of security that overtakes the traditional definition, which has been based on the military aspect only to larger one that includes all aspects: political, economic and social. These changes have made of the Mediterranean area as a main bet to the problem of security for the most important actors in this region which is “NATO”, which realized that the Mediterranean region will be a scene of insecurity increase, for this reason, the NATO confirmed about the importance of the Mediterranean in its new strategic concept in 1991. The NATO new strategy has specified a list of threats faced by the NATO, it consists mainly of: disputes and regional conflicts, illegal immigration, the spread of mass destructive weapons and terrorism phenomenon. After the events of September 11th , 2001, the terrorism phenomenon occupies a large part in NATO strategy in the Mediterranean. After these events, the NATO has been entrusted to defend and fight against the terrorism threat in the Mediterranean by making a strategy based on two directions: Military direction: includes the “Active Endeavour Operation (AEO)” by NATO’s cooperation with the Mediterranean countries to monitor and eradicate terrorism activities in this region. Political direction: based mainly on activating and emphasising the Mediterranean dialogue initiative, and raising it to a real partnership including all Mediterranean countries, and even the Gulf States, by convincing them to adhere in the cooperation pathway to promote building confidence. The NATO confirms also in its summits the importance of the cooperation and the partnership with the Mediterranean partners in security issues. The NATO strategy to fight terrorism in the Mediterranean faces many bets and challenges, and perhaps the greatest one, is the problem of defining and determining terrorism, and in addition to the security problems that this region has known such as the various disputes and conflicts which consists on obstacle to the NATO new strategy which seeks to protect the Mediterranean security.
